Sleepers Hill, Winchester
Parking
Parking on Sleepers Hill and its side-roads is for residents and bona-fide visitors only. Residents are issued with permits for on-street parking, and asked to minmise their use.
Because Sleepers Hill is a private road, there can be no yellow lines or other government-operated parking restrictions. In the past there were no parking restrictions; at times the road became seriously obstructed, sometimes dangerously, due to the number of commuters who parked here. So we had to introduce a clamping scheme to deter unauthorised vehicles.
The clamping operator is Car Park Security (CPS). They make regular patrols or may be called by residents. They will clamp any unauthorised vehicle, and it will then be left in place for 12 hours before being towed away, unless it is in a dangerous place or causing an obstruction, in which case it will be removed at once.
Owners of clamped vehicles must contact CPS direct on 0871 666 4252. The release fee for a clamped vehicle is £100. If a vehicle has to be towed away the release fee is £250 plus storage fee of £25 per day or part. Release fees must be paid in cash or by credit/debit card: cheques are not accepted. These fees are payable to CPS: neither the Sleepers Hill Association, nor any resident, receives any financial benefit from the clamping scheme. The purpose of the clamping scheme is to deter selfish parking.
